Chapter 5: University-Wide Committees

5.1 The President appoints the following Committees:

  1. Animal Care and Use; Committee - reviews and approves research projects involving animals.

  2. Committee on Appointments - provides list of nominees each year to administrative officers making appointments to committees.

  3. Artist Series Advisory Board, The FSU - insures the development of a distinguished program of artistic events for the enrichment of the University community, the greater Tallahassee region, and the State.

  4. Athletic Board - makes recommendations on athletic policies and programs

  5. Audit Committee - reviews audit reports and assists in proper audit follow-up.

  6. Auxiliary Service Board (University) - makes recommendations to the Executive Council concerning the establishing, monitoring, and enforcing of overall policies governing all University auxiliaries.

  7. Budget Advisory Committee (University) - advises and consults with the President on budgetary matters pertaining to the implementation of the institution's mission and priorities; serves as the official group within the University having knowledge and information about University- wide budget planning, allocation, and management; discusses and establishes budgetary policies and procedure for fulfilling the university's priorities.

  8. Building and Campus Development Committee - devises and maintains the long-range campus development plan; establishes procedures for all new construction and major renovation programs on campus; recommends fixed capital outlay priorities for the University, et cetera.

  9. Convocations; Committee - makes arrangements for commencement and other University-wide academic functions involving academic processions.

  10. Distinguished Professor Committee (Robert O. Lawton) - recommends to the President recipients of the Robert O. Lawton Distinguished Professor Award.

  11. Employee Recognition Committee - recognizes and rewards the University work force for their individual or group performance and contributions leading to improved effectiveness, efficiency and economy.

  12. Equal Opportunity Commission - hears complaints filed by University students and academic and non-academic employees where the complaint alleges that the individual was a victim of discrimination in violation of the policies defined in the FSU Affirmative Action Program for Equal Opportunities.

  13. Equal Opportunity Committee - reviews and investigates University policies and practices which allegedly discriminate against any employee on the basis of race, religion, color, age, sex, or national origin and makes appropriate recommendations for corrective action.

  14. Equalizing Educational Opportunity Advisory Committee (State Plans for) - advises the President on achievement of all goals to provide equal educational opportunity to all Florida students beyond high school at all levels of study.

  15. Fine Arts Festival Committee; - makes possible the furtherance of educational programs in the arts through the continuance and enlargement of the annual FSU Fine Arts Festival.

  16. Foundation Grants Advisory Committee - solicits, receives, evaluates, and makes recommendations for the funding of research and development projects submitted by faculty and staff of the University.

  17. Homecoming Committee - makes arrangements for Homecoming.

  18. Honor System Committee - keeps students and faculty informed concerning the provisions for the Honor System and monitors the operation and effectiveness of the Honor System.

  19. Honorary Degrees Committee - recommends to the President nominations for honorary degrees.

  20. Incentive Organization (IOU) Committee - encourages the development and implementation of ideas or procedures, which eliminate or reduce expenditures of the Board of Regents or University, or which generate additional revenues.

  21. Internal Printing Oversight Committee - reviews and forwards information to the Auditor General's Office via the University President about publications per Section 283.30, 283.31 and 283.315 FS using the "State of Florida Semiannual Cost of Publication Report."

  22. Martin Luther King, Jr., Distinguished Scholar Award Committee - makes recommendations to the President for a faculty member or administrator to be the recipient of the Martin Luther King, Jr., Distinguished Scholar Award. Their recommendations are made on the basis of nominations submitted by faculty, staff and students.

  23. National and International Competitive Fellowships - identifies talented undergraduates and prepares them to compete effectively for Rhodes, Marshall, Fulbright, Rotary, Mellon, and Truman fellowships. Also advises students of National Science Foundation Fellowships for which there is no university-wide selection procedure.

  24. Parents Weekend Planning Committee - plans and coordinates a weekend each year to recognize and honor parents of FSU students.

  25. Professional Development Program; Committee (BOR/UFF Agreement) - reviews applications for a Professional Development leave with pay and submits a list of recommended applicants to the President.

  26. Sick Leave Pool Committee - establishes a plan allowing participating full-time employees to have sick leave available for use upon the depletion of their personally accrued sick, annual, and compensatory leave, in accordance with current statute and codes.

  27. Space Committee - is the policy-making body for the management of non-academic space on campus.

  28. Title IX Evaluation and Advisory Committee - advises concerning the various aspects of compliance with Title IX.

  29. United Way Planning Committee - plans the annual United Way campaign and provides assistance to the Campus Campaign Coordinators.

  30. University Teaching Awards Committee - makes recommendations to the President for Faculty Teaching and Advising Awards presented annually for innovative instruction and advising in undergraduate programs.

5.2 The Vice President for Academic Affairs appoints the following Committees:

  1. Admissions Committee - rules on special cases relating to admission and advises on general admissions policies.

  2. Calendar Committee - recommends academic calendar for each year to Vice President for Academic Affairs.

  3. Council for Instruction - advises concerning the development and conduct of projects and programs for the improvement of undergraduate and graduate instruction.

  4. Council for International Education - determines resources available at the University in the field of international education; recommends plans, programs and structures in the area of international education.

  5. Council for Teacher Education - coordinates the undergraduate programs throughout the University in accordance with policies established by the schools and colleges.

  6. Financial Aid and Undergraduate Scholarship Committee - advises the Dean of Undergraduate Studies regarding overall policy for federal, state and institutional financial aid and establishes goals and priorities, criteria and annual allocation of resources for university-wide undergraduate scholarships.

  7. Fulbright Student Selection Committee - screens and selects for recommendation to the State Committee students applying for a Fulbright Scholarship.

  8. London-Florence Faculty Advisory Committee - makes recommendations to the administration concerning academic policy decisions and the selection of faculty for the London- Florence Centers.

  9. Minority Student Affairs Policy Advisory Board (Jointly appointed with Vice President for Student Affairs) - reflects and monitors the collective need of racial minority students and minority student programs.

  10. Rhodes Scholarship Competition Committee - transmits evaluative statements on the relative strengths of candidates to the pertinent state secretaries of the Rhodes Scholarship Foundation.

5.3 The Vice President for Finance and Administration appoints the following Committees:

  1. Insurance and Benefits Committee - advises the Vice President for Finance and Administration regarding insurance and/or benefit programs for faculty and staff.

  2. Food Service Advisory Committee - advises the Vice President for Finance and Administration on matters pertaining to University Food Services. In addition, the Committee serves as a liaison between the University and the food service contractor.

  3. Property Survey Committee - serves as the final authority in surveying lost, damaged, stolen or obsolete property and, if so determined by the Committee, relieves the concerned department head of further responsibility for damaged, stolen, or obsolete property. The Committee also acts to ensure that proper departmental records and procedures concerning property items are maintained.

  4. Seminole Golf Course Advisory Committee - serves the Vice President for Finance and Administration by recommending policies and procedures pertaining to the Seminole Golf Course operations.

  5. Parking Services Advisory Committee - serves the Vice President for Finance and Administration on policies and procedures concerning traffic and parking on campus. This Committee does not hear appeals from individuals concerning the registration of vehicles or citations issued by Parking Services personnel.

  6. Parking Violations Appeals Board - serves as the final authority for parking citations issued on the campus to faculty, staff, students, and visitors. This Board does not have any appeal or review powers over moving traffic violations issued under the authority of Chapter 316, Florida Statutes.

  7. University Stores Advisory Committee - serves the Vice President for Finance and Administration regarding the operation of University stores and the relationship of these stores to the University community.

  8. Physical Plant Advisory Committee - serves the Vice President for Finance and Administration on matters pertaining to the Physical Plant Department. The charge of this Committee includes evaluation changes to the labor rates and material mark-up charged by the Working Capital Trust Fund as well as evaluating measures for improving the efficiency, safety, and morale of the Physical Plant workforce.

  9. Safety and Security Advisory Committee - serves the Vice President for Finance and Administration by reviewing safety and security concerns brought to its attention and by recommending proposals to eliminate or reduce such concerns. In addition, the Committee helps to promote safety consciousness and proficiency in safe practices on the part of University community members.

5.4 The Vice President for Student Affairs appoints the following Committees:

  1. Educational Research Center for Child Development Board of Directors - advises the Vice President for Student Affairs and the director of Educational Research Center for Child Development on matters of policy.

  2. International Student Committee - reviews and recommends policy pertaining to international students.

  3. Minority Student Affairs Policy Advisory Board - counsels and advises both the Vice President for Academic Affairs and the Vice President for Student Affairs as they carry out their respective responsibilities for Minority Student Affairs programs.

  4. Orientation Task Force - responsible for communication information to and from division, departments, or offices, and evaluate the orientation program to determine the degree of students' satisfaction, the degree of success in transmitting information, and the effect on student retention.

  5. Recreational Facilities and Use Policy Board - determines recreational facility needs; seeks to create an adequate, stable funding base, including user fees where appropriate, for maintaining recreational facilities; develops a long-term facilities renovation and expansion plan; develops criteria regarding use of University recreational facilities by students, staff, faculty, and the general public.

  6. Refund Committee - considers requests for tuition refunds and charge adjustments.

  7. Religious Affairs Committee - sponsors speakers and religious programs.

  8. Student Conduct Committee - exercises initial jurisdiction of disciplinary cases transferred from student courts; exercises appellate jurisdiction over appeals from the Student Supreme Court and from decisions of University officers in administrative disciplinary hearings.

  9. Union Board - approves and evaluates programs sponsored by the University Union, Student Campus Entertainment, and Campus Recreation Services.

  10. Vice President for Student Affairs Advisory Board - advises the Vice President for Student Affairs regarding divisional programs.

5.5 The Vice President for Research appoints the following Committees:

  1. Council on Research and Creativity - advises on policies related to University research activities and administers the allocation of available research funds.

  2. Faculty Research Support Committee - reviews proposals for summer research grants for the Council on Research and Creativity

  3. Human Subjects Committee - reviews proposals to utilize human subjects in research and teaching.

  4. Institutional Biosafety Committee - reviews proposals to utilize recombinant DNA.

5.6 Senate Committees

  1. Undergraduate Policy Committee - consists of eleven faculty members, no more than three being from any one school, appointed by the Faculty Senate Steering Committee, with advice and consent of the Senate, with staggered three- year terms; considers University-wide policies on undergraduate academic affairs.

  2. Graduate Policy Committee - appointed by Faculty Senate Steering Committee, with advice and consent of the Senate with representation distributed among colleges and schools; considers University-wide policies relating to graduate education.

  3. Curriculum Committee - consists of nine faculty members appointed by the Faculty Senate Steering Committee with advice and consent of the Senate; considers curricular policies and procedures at both the undergraduate and graduate levels.

  4. Elections Committee - consists of three Senators (each from a different college or school) appointed annually by the Senate Steering Committee, with the advice and consent of the Senate; conducts Senate and University elections involving faculty.

  5. Student Academic Relations Committee - consists of five faculty members appointed annually by the Senate Steering Committee, with advice and consent of the Senate for staggered two-year terms and two students, one undergraduate and one graduate, appointed annually by the President of the University; hears appeals from students who think that decisions about their academic work have been made improperly or unprofessionally in colleges or schools.

  6. Budget Advisory Committee - consists of seven faculty members appointed by the Senate Steering Committee with the advice and consent of the Senate; considers University budget policies, procedures and practices, with special emphasis on the academic budget.

  7. Honors Program Policy Committee - consists of seven faculty members appointed by the Steering Committee, with the advice and consent of the Senate, for staggered three-year terms, with no college or school having more than three faculty representatives, two undergraduate students appointed by the President of Student Government from among present or past participants in the program, the Vice President for Academic Affairs or designee ex officio, and the Director of the Honors and Scholars Program ex officio; considers policies and procedures relating to the University's Honors and Scholars Program.

  8. Library Committee - consists of members appointed by the Steering Committee, with the advice and consent of the Senate, for staggered three-year terms, with each college or school having one representative, the Colleges of Education, Business, and Social Sciences having one additional representative, and the College of Arts and Sciences having four additional representatives, the Vice President for Academic Affairs or designee ex officio, the Dean of the Faculties or designee ex officio, the Director of University libraries ex officio, and a graduate student and an undergraduate student from different colleges or schools appointed for one-year terms by the President of Student Government; considers University-wide policies on general library operations.

  9. Computing and Information Resources Committee - consists of members appointed by the Steering Committee, with the advice and consent of the Senate, for staggered three-year terms, with each college or school having one representative, the Colleges of Education, Business, and Social Sciences having one additional representative, and the College of Arts and Sciences having four additional representatives, the Vice President for Academic Affairs or designee ex officio, the Vice President for Research or designee ex officio, the Dean of the Faculties ex officio, the Associate Vice President for Computer and Information Resources ex officio, the Associate Vice President for the Supercomputer Computations Research Institute ex officio, and a graduate student and an undergraduate student from different colleges or schools appointed for one-year terms by the President of Student Government; considers University-wide policies relating to the acquisition and use of computing resources for instruction, research, and service, including policy for academic computing, administrative information systems, telecommunications and their interrelations.

  10. Committee on Memorials and Courtesies - consists of three faculty members appointed by the Senate Steering Committee, with the advice and consent of the Senate; represents the Faculty Senate and general faculty on appropriate occasions.

  11. Professional Relations and Welfare Committee - consists of members nominated through the Faculty Senate by the faculty of the colleges and schools they represent and elected by the General Faculty with each school or college having at least one representative; considers all matters involving University policy concerned with policy involving professional relations, professional ethics, academic freedom, conditions of employment, and the general welfare of the faculty.

  12. Grievance Committee - consists of members nominated through the Faculty Senate by the faculty of the colleges and schools they represent and elected by the General Faculty, with each school or college having at least one representative; resolves grievances brought to its attention by any faculty member in relation to the University practice in professional relations, professional ethics, academic freedom, conditions of employment (including the termination or suspension of tenure and nontenured faculty), and general faculty welfare.

5.7 Steering Committee

The Steering Committee consists of seven Senators, with at least one member from each of four colleges or schools, elected by voting membership of the Faculty Senate for staggered two-year terms. It considers and advises regarding all matters which are within the jurisdiction of the Senate.

5.8 Faculty Elected Committees

University Promotion and Tenure Committee--made up of tenured representatives elected by promotion and tenure committees of the various school and colleges (Arts and Sciences - 5; Business, Education and Social Sciences - 2 each; Communication, Criminology, Engineering, Human Sciences, Law, Library and Information Studies, Music, Nursing, Social Work, Theatre, Visual Arts and Dance - one each); counsels the President and the Vice President for Academic Affairs regarding promotion and tenure appointments and advises on policy and procedures. (Dean of the Faculties serves as ex officio member and chairman.)

University Committee on Sabbaticals--composed of nine tenured faculty members elected by tenured faculty members annually for two-year terms, five elected one year and four elected the next year; makes recommendations to the President for the awarding of sabbaticals. (Dean of the Faculties serves as ex officio member and chairman.)
