(1) Each university is authorized to establish and maintain a program by which persons filling positions in the General Faculty and Administrative and Professional Classification Plans may be exchanged on a one-for-one basis with persons employed in like capacities by units of government, private industry, or institutions of higher education outside the State University System.
(2) Scope of Program--The Exchange Program is a distinct program providing opportunities for employee exchange and will not be tied to any other personnel program.
(3) Implementation of Program
1. The salary and benefits of university employees participating in this exchange program shall be continued during the period of time they participate in the exchange with no break in creditable or continuous service. The salary and benefits of persons participating in the program who are employed by units of government, private industry, or institutions of higher learning which are not under the jurisdiction of the Board shall be paid by that participant's originating employer.
2. Exchanges will be conducted for a period normally not to exceed two consecutive semesters.
3. General Faculty members and Administrative and Professional employees participating in this exchange will assume the duties and responsibilities of the participant they replace. Those participants from government, industry or other higher educational institutions will assume the duties and responsibilities of the employees they replace.
